Between 2020 and 2023, the Tamil Nadu Legislative Assembly passed 13 bills, many concerning university governance reforms, notably transferring the power to appoint Vice-Chancellors from the Governor to the state government. Governor Ravi withheld assent to 10 of these bills without providing reasons or returning them for reconsideration, leading to significant legislative gridlock. In response, the Tamil Nadu government filed a writ petition in the Supreme Court in October 2023, challenging the Governor's inaction as unconstitutional under Article 200 of the Constitution. Some of these 10 bills were withheld by the Governor or reserved for the President under Article 200 of the Constitution. On April 8, 2025, a bench comprising Justices J.B. Pardiwala and R.
