 A Report on the India-Israel Strategy to Eradicate Radical Extremism



The events of October 7, 2023, were a watershed moment that reshaped the global understanding of the threat posed by groups like Hamas. For Israel, it was an existential shock; for India, it was a reminder of its own scars from the 26/11 Mumbai attacks.

Hence, both nations have moved beyond mere diplomatic support to a unified, proactive doctrine designed to dismantle the infrastructure of global radicalism.

Hamas's actions are no longer viewed by either nation as a "resistance movement" but as a systemic implementation of terror.

•       Targeting Civilians: The deliberate murder, kidnapping, and assault of non-combatants represent a rejection of all international humanitarian norms.

•       Infrastructure of Terror: The use of hospitals, schools, and residential areas as human shields and launch pads for rockets—a tactic India has frequently seen in its own border regions.

•       Psychological Warfare: The use of social media to broadcast atrocities is designed to "terrorize the public," a strategy that both India and Israel are now countering with advanced cyber-intelligence. 

During the February 2026 visit, Prime Minister Modi and PM Netanyahu institutionalized the "Special Strategic Partnership  for Peace." A core pillar of this is a shared commitment to "eradicate the menace of terrorism."

India and Israel now hold a Joint Working Group (JWG) on Counter-Terrorism. In the February 2024 and 2026 meetings, both sides explicitly named Hamas and specific groups in Jammu & Kashmir as common threats.

Both nations have flagged the use of drones (UAVs) and AI for terror attacks. They are jointly developing counter-drone systems and AI-driven surveillance to "hammer" these threats before they manifest.

Terror Financing:      Working through the Financial Action Task Force (FATF), India and Israel are tightening the noose on the "financiers, backers, and proxies" of radical groups to ensure no sanctuary remains for terror funds.

Cyber security:         The establishment of the Indo-Israel Cyber Centre of Excellence aims to protect critical infrastructure from radical hackers and disrupt the digital recruitment pipelines of groups like ISIS and Hamas.

Eradicating the Global Ideology : India and Israel argue that terrorism cannot be "managed"—it must be uprooted through a multi-dimensional approach:

•       Naming and Shaming: Moving away from "neutrality," India has used its platform at the UN to ensure that terror acts are condemned without "double standards" or "political justification."

•       The "Vasudhaiva Kutumbakam" vs. "Tikkun Olam" Philosophy: PM Modi recently highlighted that while India believes the "world is one family," Israel follows the principle of "healing the world." Both agree that healing the world requires removing the "cancer" of radical extremism.

•       Intelligence Sharing: Real-time data exchange on radicalization patterns and movement of foreign fighters is now the "backbone" of their security relationship.

The "Hammer Hamas" philosophy is not just about military action; it is about delegitimizing the ideology of terror.

By leveraging India’s vast human intelligence and Israel’s technological supremacy, the two nations are creating a blueprint for the rest of the world to follow: a policy where "terror anywhere is a threat to peace everywhere."

HAMAS TWO FLAGS 



The Shahada: In the center, the Islamic declaration of faith (Shahada) is written in white Arabic calligraphy: “Lā ʾilāha ʾillā-llāh, Muḥammadun rasūlu-llāh” ("There is no god but Allah, and Muhammad is the messenger of Allah").




The White Flag (Institutional/Logo Flag): Hamas also uses a white flag that features the movement's official emblem in the center. 

The Emblem: A circular seal depicting the Dome of the Rock (Al-Aqsa Mosque) in Jerusalem.

The Map: Above the mosque is an outline of the historical borders of Mandatory Palestine (encompassing Israel, the West Bank, and Gaza).

The Swords: Two crossed swords frame the bottom of the mosque.

The Text: The full name of the organization, Harakat al-Muqawama al-Islamiya (Islamic Resistance Movement), is written on a green banner at the bottom.

Legal Note: In several countries, including Germany, Austria, and Israel, the display of the Hamas flag is prohibited as it is the symbol of an organization designated as a terrorist group by those nations.
